On November 27, 2025, the Government officially approved a comprehensive digital transformation program for construction activities, infrastructure management, and operation through Decision No. 2597/QĐ-TTg.

The objective of the program is to develop a smart digital infrastructure ecosystem, with data serving as the foundation for the management, operation, and governance of construction assets.
Specifically, the program aims to:
Design information, current conditions, materials, schedules, and maintenance data are standardized—enabling more transparent project management, easier data retrieval, and reduced operational errors.
The program requires major public investment and infrastructure projects to adopt digital models—opening a large market for companies providing BIM services, digital management, and maintenance solutions.
With digital platforms in place, construction execution, progress monitoring, quality control, maintenance, and upgrades become more systematic and logical—reducing waste and improving cost transparency.
Companies are encouraged to build data management systems and adopt technologies such as BIM, GIS, and IoT—creating opportunities to develop digital capabilities and strengthen competitiveness.
Many local authorities have begun implementing the program by digitizing construction records, developing BIM models, and storing infrastructure data on Cloud/GIS platforms.
However, for successful implementation, several key factors are required:
Standardizing input data (design documents, drawings, and technical specifications)
Investing in IT infrastructure, including servers, cloud systems, cybersecurity, and integrated data management
Training human resources—from design engineers to operation and maintenance teams—to ensure they are capable of using digital technologies
Establishing standardized processes and clear regulations for storing, managing, and operating digital construction data
